"شوزان باسل" سردبیر سندیکای «اشغال والاستريت» در آمریکا آزمایشگاههای تسلیحاتی اسرائیل را متهم به انتشار ویروس سارس جدیدی در عربستان سعودی کرد که هدف آن بهطور مشخص از بینبردن جوامع مسلمان آن هم در زمانی که قرار است، دو میلیون مسلمان عرب برای ادای مناسک حج در عربستان سعودی حضور پیدا کنند.
باسل در مقالهای که سندیکای «اشغال والاستريت» آن را چاپ و منتشر کرد نوشت که پزشکان سازمان جهانی بهداشت نسبت به ویروس سارس جدیدی هشدار دادهاند که تنها افرادی را مورد حمله قرار میدهد که دارای نژاد عربی باشند و تاکنون دو مورد ابتلا به این ویروس گزارش شده است که یکی از این موارد در عربستان سعودی و در تابستان امسال بوده و موجب شده فرد مبتلا، پس از ابتلا به التهاب ریوی و از کار افتادن کلیههایش جان خود را از دست بدهد و دیگري مردی در قطر بوده که تشابهاتی از حیث خصوصیات ژنتیکی با فرد مبتلا در عربستان سعودی داشته است.
باسل در ادامه افزوده است: دانشمندان ابتلای دو مرد عرب به این ویروس جدید را کشف کردهاند اما برای عدم جلب توجه افکار عمومی جهان «گریگوری هارتل» سخنگوی سازمان بهداشت جهانی اعلام کرد که این دو مرد عرب از طریق حیوانات به این ویروس مبتلا شدهاند!
اين در حالي است که هارتل اعتراف کرده است که ویروس جدید، ویروس سارس نیست بلکه از آن بسیار خطرناکتر است و موجب از کار افتادن کلیهها میشود، در حالیکه در ویروس سارس شاهد از کار افتادن دستگاه تنفسی هستیم.
باسل به این نکته اشاره میکند که «گلن توماس» سخنگوی سازمان بهداشت جهانی در ژنو در سخنانی تأکید کرد که ویروس جدید از شخصی به شخص دیگر به آسانی منتقل میشود و «رالف باریچ» پژوهشگر دانشگاه نورس کارولینا میگوید که دانشمندان زیستشناس هماکنون نیازمند رفتن به مناطق و کشورهای عربی هستند تا پرندگان، شترها، بزها، خفاشها را زیر نظر و مورد آزمایش قرار دهند که مهمترین کانون و عامل انتقال ویروس جدید به انسانها به شمار میآیند.
وي میگوید: «مایکل اوستر هولم» متخصص بیماریهای مسری مینهسوتا میگوید که برای پیشگیری از ابتلا به این ویروس جدید، واکسنهایی وجود دارد.
باسل ادامه میدهد: عربستان سعودی شهر مکه مکرمه را دربرمیگیرد که به قلب جهان اسلام معروف و قرار است، بیش از دو میلیون مسلمان برای ادای مناسک حج رو به این شهر آوردند و ویروس جدید به طور مشخص تنها اعراب را نشانه میگیرد و موجب نابودی ملل اسلامی میشود.
در این راستا باسل اسرائیل را متهم میکند که این ویروس را تنها برای افرادی ساخته که دارای ساختارهای ژنتیکی باشند که اعراب دارای آن هستند و هدف از آن تولید سلاحهای ژنتیک و از بینبردن اعراب از طریق پاکسازی نژادی آنهاست.
این درحالی است که یک اسرائیلی که خواست نامش فاش نشود و همچنین منابعی در سرویسهای اطلاعاتی آمریکا مدعی شدند که طرحی براي استفاده از نوعی ویروس اصلاحشده وجود دارد که از طریق آب و هوا به افراد منتقل میشود و تنها جوامع عربی را هدف قرار میدهد.
باسل در ادامه به این نکته اشاره میکند که اسرائیل در حال انجام آزمایشهای جدیدی روی سلاحهای بیولوژیک است که به از بینبردن جوامع عربی اختصاص یافته و این آزمایشها در راستای برنامههای محرمانه اندیشکده بیولوژیک "نیس زیونا" در تلآویو انجام میشود که تخصص آن بررسی ساختارهای وراثتی و موجودات ذرهبینی قاتل است که تنها برخی از ژنهای وراثتی در افراد بشر را هدف قرار میدهد.
باسل میگوید: دانشمندان اسرائیلی میگویند موفق شدهاند که ساختار و کدهای ژنتیکی جوامع عربی با تمرکز روی جامعه عراق را شناسایی کنند که هدف از این طرح انتقال این ویروسها در مراکز شیرینسازی آب این کشورها یا انتشار آنها در هوای این کشورهاست.
باسل میافزاید: جمعیت پزشکان انگلیس از این آزمایشهای اسرائیل ابراز نگرانی کردهاند و از این بیم دارند که این ویروس، نژادهای عرب را مورد تهدید قرار دهد که باید آن را در قالب یکی از اشکال جنگهای ویرانگر بشری ملاحظه کرد با این تفاوت که این جنگ، کشتارهای بسیار بیشتری به همراه دارد و در این راستا وزارت دفاع انگلیس خواستار تدوین توافقنامهای بینالمللی برای کنترل سلاحهای بیولوژیک و نظارت و کنترل استفاده از این نوع سلاحهاست.
باسل پس از آن به انفجار ناشناختهای اشاره میکند که پیشتر در یک مرکز بیولوژیک اسرائیلی صورت گرفت و کشته شدن چهار نفر و زخمی شدن 25 نفر را به دنبال داشت.
«کارل لارسون»، رئیس بخش علم وراثت بشری مرکز تحقیقات علمی وراثتی سوئد میگوید که بدن انسان با فعالیت آنزیمهاست که فعالیت میکند و در این بین اگر عاملی موجب اختلال کار این آنزیمها شود موجب فلج یا خفگی در انسان میشود.
باسل مقاله خود را با این سخن به پایان رسانده که با وارد کردن ویروس جدید به عربستان سعودی، اسرائیل اولین گام را برای اعلام جنگ علیه جهان اسلام برداشته است.
به گزارش مشرق- دستگاه امنيتي آمريكا همواره سعي داشته است ملت آمريكا و ديگر ملل غرب را با تبليغات وسيع و به طرق مختلف از خطر گروههاي تروريستي بترساند. يكي از راههاي ايجاد اين ترس تاكيد بر امكان دستيابي اين گروهها و گروهک ها به توانمنديهاي بيشتر و يا احيانا تسليحات استراتژيك بوده است. از جمله ميتوان به تبليغات وسيعي اشاره كرد كه بعد از يازده سپتامبر انجام شد و حاوي اين پيام بود كه گروههاي تروريستي همچون القاعده و نيز برخي دولتها در حال برنامه ريزي براي دست يابي به عوامل خطرناك و تسليحات بيولوژيك هستند تا عليه مردم آمريكا و منافع ملي آنان به كار گيرند.
اما پيچيدگي و نياز به دانش و تكنولوژي بالا براي توليد عوامل بيولوژيك در حدي است كه گروههاي تروريستي هيچگاه نميتوانند مستقلا و بدون كمك دولتها به توانمنديهايي براي كشتار دسته جمعي توسط تسليحات بيولوژيك دست يابند. با وجود آگاهي سياستمداران آمريكا از اين حقيقت، اين دست تبليغات گاه و بيگاه در دستور كار رسانهها قرار ميگيرد تا علاوه بر نوعي فرار به جلو پوششي نيز بر اعمال ننگين ايشان ايجاد شود تا در سايه آن بتوانند همچنان بر اقدامات غير انساني و ضد بشري خود ادامه دهند.
در اينجا به بخشي از سياستها و آزمايشهاي ننگين دولت آمريكا در جهت توليد و استفاده از عوامل خطرناك بيولوژيك عليه بشريت خواهيم پرداخت و خوانندگان محترم را دعوت خواهیم کرد به اين نكته توجه کنند که اگر روزي چنين جنايتكاراني در سايه اهمال و زودباوري ملتهاي ديگر موفق به تكميل سيطره قدرت جهاني خود شوند؛ در چه حد و درجه ای مرتكب اعمال ضد انساني خواهند شد.
نامههاي آلوده ای که به آدرس برخی مقامات آمریکایی فرستاده شد
پس از حملات يازده سپتامبر و به دنبال آن پيش آمدن برنامه طراحي شده نامههاي آلوده با سم باكتري مولد سياه زخم، دولت نومحافظهكاران با بهانه قرار دادن اين اتفاق سيلي از بودجههاي دولتي را براي مقابله با تهديدات بيولوژيك گروههاي تروريستي همچون القاعده به مراكز تحقيقاتي مختلف ارائه داد تا به ظاهر راهكارهايي براي مقابله با اين حملات فراهم كنند. براي برخورداري از اين سيل پولي، بسياري از سازمانهايي كه بر روي بيماريهاي واگيردار و عفوني كار ميكردند كار خود را به نوعي با بيوتروريسم ارتباط داده و دست به انجام تحقيقات و آزمايشهاي گستردهاي زدند كه يقينا در آيندهاي نه چندان دور نتايج آن همچون نتايج پژوهشهاي دهههاي قبل بر همگان ظاهر خواهد شد.
در سيستم درجه بندي امنيت بيولوژيك آمريكا درجه 4 به خطرناكترين آزمايشها و آزمايشگاهها داده ميشود.آآ پيش از يازده سپتامبر تنها پنج آزمايشگاه وجود داشت كه در بالاترين درجه امنيت بيولوژيك، يعني درجه 4، قرار داشتند و به طور فعال در زمينه مطالعه عوامل بيولوژيك مرگزا كار ميكردند. در حالي كه در سال 2009 اين تعداد به پانزده مورد رسيد و روند افزايشي همچنان ادامه داشته و تعدادي نيز در حال ساخت هستند.
در مجموع هم اكنون بيش از 400 مركز تحقيقاتي در درجات امنيت بيولوژيك 3 و 4 در آمريكا فعال هستند كه توانايي توليد عواملي همچون باكتري سياه زخم و فراوردههاي آن را دارند و بيش از چهارده هزار نفر بر روي توليد چنين عوامل خطرناكي كار مي كنند كه اكثر آنها مربوط به بخش غير دولتي بوده و براي كسب بودجه مجبورند پروژههاي مد نظر سياستمداران را هرچه كه باشد بپذيرند.
آزمایشگاهی با درجه امنیتی 4
جالب توجه است كه اين توسعه گسترده تحقيقات تنها به بهانه احساس خطر از چند گروهك تروريستي و انتقال تبليغاتي اين احساس به مردم آمريكا انجام گرفته است! به نظر ميرسد قدرتهاي جهاني وارد مسابقه تسليحاتي پنهان جديدي شدهاند كه بسيار پرحاشيهتر و مخربتر از مسابقه دستيابي به تسليحات هستهاي است. شايد ديگر هزينههاي ساخت و نگهداري تسليحات هستهاي چندان به صرفه نميباشد و نظم نوين جهاني ادعا شده از سوي دنياي غرب نياز به اسلحه نوين كم خرج تر و مخربتري دارد. با اين وصف توسعه تسليحات بيولوژيك خطر جدي مسابقه تسليحاتي قدرتها در دنياي آينده خواهد بود. زيرا كه از هم اكنون در آمريكا و برخي ديگر از مدعيان قدرت، مراكز ملي دفاع بيولوژيك در تمامي زيرشاخههاي آن تاسيس شده است.
شهروندان خودی آمریکا نیز در امان نیستند
نكته بسيار مهم اين است كه ارتش آمريكا در طول دهههاي گذشته براي دستيابي به اين تسليحات علاوه بر شهروندان نظامي خود حتي شهروندان غيرنظامي از همه جا بيخبر آمريكايي را نيز به عنوان نمونههاي آزمايشگاهي به كار گرفته و از آنان به صورت حيوانات آزمايشگاهي براي تست عواملي همچون گاز خردل، گاز اعصاب، داروهاي روانگردان، باكتريها و ويروسهاي گوناگون استفاده كرده است كه در ادامه به تفصيل به این موضوع خواهيم پرداخت.
در اينجا با يادآوري برخي از جنايات انجام گرفته در مسير دستيابي به تسليحات بيولوژيك، اين موضوع را مطرح ميكنيم كه نظامي كه مسلح به پيشرفتهترين نوع اين سلاحهاست و علي رغم تعهدات بينالمللي خود هم اكنون نيز تحقيقات مرتبط را ادامه ميدهد و حتي در حق شهروندان خود اعم از كودكان و زنان و بيماران نيز اغماضي ندارد تا چه اندازه ميتواند براي ديگر ملتها خطرناك و عاري از هرگونه نگاه انساني باشد.
آزمايشهاي مرتبط با تسليحات و عوامل بيولوژيك در آمريكا چيز جديدي نيست و حداقل به دهه سي ميلادي بر ميگردد. در طي جنگ سرد هزاران شهروند آمريكايي قرباني آزمايشهاي پرتو دهي در مركز انرژي اتمي و ديگر مراكز دولتي شدند و حتي بعد از امضاي معاهده بينالمللي منع آزمايشها و توليد تسليحات و عوامل بيولوژيك در سال 1972 اين كار در آمريكا ادامه يافت و چنانكه اشاره شد بعد از يازده سپتامبر 2001 به يك جهش بزرگ ناگهاني و سوال برانگيز نيز دست يافت.
در سال 2001 سندي از وزارت دفاع آمريكا به دست آمد كه نشان ميداد در طي سالهاي 1962 تا 1973 هزاران سرباز آمريكايي به طور عمدي در معرض عوامل شيميايي و بيولوژيك قرار گرفتهاند. عواملي مانند گاز اعصاب، گاز سارين، باكتري اي كولاي (E-coli)، باكتري باسيلوس گلوبيجي (Bacillus globigii)، سياه زخم و طاعون بر روي افراد بيخبر كه هيچ حفاظتي هم نميتوانستند از خود انجام دهند روي داده است. جالب توجه است كه اين گزارش فقط دو روز پس از حملات يازده سپتامبر پخش شد و در آن بحبوحه هيچگونه توجهي را به خود جلب نكرد.
در سالهاي اخير ظهور بيماريهايي مانند ايدز، بيماري لژيونري، هپاتيت سي، جنون گاوي، ويروسهاي عامل خونريزي، تب لاسا، سندرم خستگي مزمن، بيماري جنگ خليج فارس و بيماريهاي ديگر سوالاتي در مورد منشا آنها ايجاد كرده است. بر اساس گزارشهاي علمي، در هشت دهه از قرن بيستم آمار مرگ و مير ناشي از بيماريهاي مسري در آمريكا در حال كاهش بوده است اما به يكباره از سال 1981 تا 1995 اين آمار 58 درصد افزايش يافته است.
در زير فهرست كوتاهي از جنايات پرهياهوترين مدعي حقوق بشر و ارزشهاي انساني در زمان كنوني را ارائه ميدهيم.
1932، اداره خدمات بهداشتي عمومي آمريكا مراحل نهايي بيماري سيفليس را بر روي 399 سياه پوست منطقه تاسگك در آلاباماي آمريكا آزمايش كرد. بوميان هيچ اطلاعي از اصل موضوع نداشته و تصور ميكردهاند از طرف دولت آمريكا خدمات بهداشتي براي ايشان در نظر گرفته شده است. اين بررسي به آزمايش تاسكيگ (Tuskegee Experiment) معروف شد و براي اين بود كه مشخص شود چقدر طول ميكشد كه انسان در اثر ابتلا به سيفليس بميرد. اين افراد به سيفليس مبتلا شده و با مرگ دردآوري از بين رفتند. سيفليس باعث ايجاد زخم سفتي در ناحیه تناسلی شده و در ادامه عفونت فراگیري بدن را فرا ميگيرد و بافتها و اعضای بدن تخریب میشوند .

1940، چهارصد نفر از زندانيان شيكاگو به بيماري مالاريا آلوده شدند تا تاثير داروهاي جديد عليه اين بيماري ارزيابي شود. این بیماری به صورت عفونت حاد در بیشتر موارد وخیم و گاهی طولانی و با ویژگیهای تب متناوب و لرز، کمخونی و بزرگی طحال و گاه با ویژگیهای ساده یا کشنده دیگر خودنمایی میکند. اهمیت این بیماری به خاطر شیوع زیاد و مرگومیر قابل توجهاست.
1942، چهار هزار سرباز تحت تاثير گاز خردل قرار گرفتند. اين آزمايش تا 1945 ادامه يافت. این گاز دارای اثرات مخرب بر روی پوست، سیستم تنفسی و دستگاه گوارش بوده و سرطانزا است.

1944، ارتش آمريكا از انسان براي تست ماسكهاي گاز استفاده كرد. افراد در اتاقهاي گاز زنداني شده و در معرض گاز خردل و ائويسيت كه تركيبي سيانوردار است قرار مي گرفتند.
1945، پروژه پيپركليپ (Project Paperclip) شروع شد كه هدف آن به كارگيري دانشمندان فراري نازي در قبال پيشنهاد امنيت و هويتهاي مخفي به آنها بود. بخشي از اين دانشمندان در آزمايشگاههاي توليد عوامل بيولوژيك به كار گرفته شدند. همچنين در همين سال برنامه اف (Program F) نيز آغاز به كار كرد كه تاثير فلورايد بر سيستم اعصاب مركزي را بر روي انسانها بررسي مينمود.
1946، تعدادي از بيماران بيمارستانهاي ارتش به عنوان خوكچه آزمايشگاهي براي آزمايشهاي پزشكي ارتش استفاده شدند و براي مخفي كاري بيشتر در گزارش ها لفظ آزمايش به مشاهده و بررسي تبديل شد.
1947، طبق اسناد به دست آمده از وزارت دفاع آمريكا (به عنوان مثال سند: Document 07075001, January 8, 1947.) مشخص شد كه ارتش آمريكا تاثير برخي پرتوها را بر روي انسان آزمايش كرده است. در همين سال CIA مطالعاتي بر روي ماده مخدر صنعتيLSD انجام داد و نمونه هاي انساني نظامي و غير نظامي بدون اينكه اطلاعي داشته باشند مورد استفاده قرار گرفتند.
ال. اس. دی. سبب

1950، وزارت دفاع شروع به انفجار بمب اتمي در برخي مناطق كرد تا نتيجه آن را بر روي ساكنان اطراف محدوده انفجار از نظر پزشكي مطالعه كند. در همين سال براي انجام يك مانور يك كشتي نيروي دريايي، سانفرانسيسكو را با يك بمب باكتريايي سم پاشی كرد و دستگاههاي ارزيابي مستقر در شهر چگونگي پراكنش اين باكتري را ارزيابي كردند. شهروندان بسياري به بيماري شبه پنوموني مبتلا شدند. به التهاب بافت ریه که یک یا دو طرف قفسه سینه را درگیر میکند و معمولا در اثر عفونت ایجاد میشود ذاتالريه، پنومونی یا عفونت ریه گفته میشود.
1951، وزارت دفاع شروع به انجام آزمايش بر روي ويروسها و باكتريهاي مولد بيماري در فضاي باز غيرآزمايشگاهي كرد كه تا 1969 ادامه داشت و مردم مناطق اطراف محلهاي آزمايش تحت تاثير اين عوامل قرار گرفتند.
1952، بر اساس اسنادي كه آلمان منتشر كرده است در اين سال آمريكا طي جنگ كره از تسليحات بيولوژيك استفاده كرد.
1953، ارتش، ابرهايي از گاز سمي سولفيد كادميوم روي (zinc cadmium sulfide) را بر روي وينيپگ، سنت لوئيس، ويرجنيا، ميناپوليس، فورت واين، دره رود مونوكاسي در مريلند و لسبورگ رها كرد. هدف اين بود كه ببينند گازهاي شيميايي به چه نحوي پخش ميشوند. در همين سال نيروي دريايي ارتش آمريكا به كمك CIA آزمايشهايي را ترتيب داد كه دهها هزار نفر در نيويورك و سانفرانسيسكو تحت اثر عوامل منتشر شونده در هوا مانند سراشيا مارسسنس (كه موجب عفونتهای ریوی، ادراری و خوني ميشود) و باسيلوس گلوبيجي (مرتبط با بيماري سياه زخم) قرار گرفتند.
همچنين در همين سال CIA پروژه MK ULTRA را شروع كرد كه يك برنامه پژوهشي يازده ساله براي توليد و آزمايش داروها و عوامل بيولوژيكي داراي كاربرد در برنامههاي كنترل ذهن و تغيير رفتار بود. شش مورد از پروژههاي دست پاييني اين پروژه شامل آزمايش اين عوامل بر روي انسانهاي بي اطلاع بود.
1955، CIA در آزمايشي به منظور تست توان خود براي آلوده سازي جمعيتهاي شهري با عوامل بيولوژيك، باكتري خاصي را كه از زرادخانه تسليحات بيولوژيك ارتش گرفته بود در تامپا باي ايالت فلوريدا رها كرد. در همين سال بخش شيميايي ارتش آمريكا آزمايشهاي جديدي با استفاده از LSD بر روي بيش از هزار نفر از شهروندان آمريكايي شروع كرد كه تا 1958 ادامه داشت.

1956، ارتش آمريكا پشههاي ناقل بيماري تب زرد را در ساوانا (Savannah) و آوون پارك (Avon Park) فلوريدا رها كرد و به دنبال هر تست عوامل ارتش در قالب متخصصين بهداشت عمومي تاثيرات را بر روي قربانيان بررسي كردند. ویروس تب زرد به کبد آسیب میرساند و یرقان به وجود میآورد.
1960، مجوز انجام تحقيقات بيشتر با LSD در اروپا و شرق دور براي ارتش صادر شد. آزمايش بر روي اروپاييها به نام پروژه THIRD CHANCE و بر روي آسيايي ها با نام پروژه DERBY HAT بود.
1965، CIA و وزارت دفاع پروژه MK SEARCH را آغاز كردند كه برنامهاي بود براي توسعه تواناييهاي دستكاري رفتار انساني از طريق استفاده از داروهاي روان گردان.

در همين سال زندانيان زندان ايالتي هولمسبورگ در فيلادلفيا تحت تاثير ديوكسين قرار گرفتند كه از اجزاي بسيار سمي عامل نارنجي بود كه در ويتنام به كار گرفته شده بود. افراد سپس از بابت ابتلا به سرطان بررسي شدند و مشخص شد كه عامل نارنجي ميتواند موجب بروز سرطان شود.

1966، CIA پروژه MK OFTEN را شروع كرد كه تست تاثيرات سمي داروهاي خاصي بر روي انسان و حيوان بود. در همين سال ارتش در سيستم تهويه مطبوع متروي نيويورك باسيلوس سابتيليس را رها كرد كه عامل اصلي بيماري سياه زخم ميباشد. بيش از يك ميليون نفر از شهروندان در معرض اين باكتري قرار گرفتند.
1969، كنگره آمريكا يك بودجه ده ميليون دلاري در اختيار وزارت دفاع قرار داد تا طي پنج الي ده سال عاملي را توليد كند كه ايمني طبيعي در برابر آن كاري از پيش نبرد. چندين سال بعد بيماري ايدز با همان خصوصيات خواسته شده شايع شد.
1970، آمريكا توسعه و توليد تسليحات مختص نژاد را تشديد كرد. اين سلاحهاي بيولوژيك كه شامل عوامل بوجود آورنده بيماريهاي خاصي هستند به گونهاي دستكاري شدهاند كه بر روي نژادهاي خاصي از انواع بشر عمل ميكنند در واقع اين عوامل براي اهداف قابل انتخاب طراحي شده و گروه هاي نژادي خاصي را از بين ميبرند.

1982، شوروي طبق اسنادي افشا كرد كه آمريكا افرادي را به پاكستان و افغانستان گسيل داشته تا در اين دو كشور همهگيري تب دنگو ايجاد كنند.
1983، آمريكا جهت تجهيز عراق در مقابل ايران عوامل و تسليحات بيولوژيك را در اختيار صدام قرار داد.
1986، به گزارش كنگره تسليحات بيولوژيك آمريكا شامل اين موارد بود: ويروسهاي دستكاري شده، سموم طبيعي و عواملي كه از طريق مهندسي ژنتيك تغيير يافتهاند تا صفات ايمنولوژيكي ديگري داشته باشند و با هيچ كدام از واكسنهاي در دسترس بشر قابل پيشگيري نباشند.

1995، دولت پذيرفت كه به جناياتكاران جنگي ژاپن پيشنهاد داده است كه در عوض در اختيار قرار دادن اطلاعات مربوط به تحقيقات تسليحات بيولوژيك ژاپن، به آنها حقوق و مصونيت از تعقيب اعطا كند.

1997، هشتادو هشت عضو كنگره درخواستي را امضا كردند كه خواهان بررسي ارتباط سندرم جنگ خليج فارس و استفاده از تسليحات بيولوژيك بود.
2001، به طور كاملا برنامه ريزي شده نامه هايي حاوي باكتري سياه زخم به افرادي در آمريكا پست شد.
2002، ويروس نيل غربي (West Nile virus) در اين سال شناسايي شد. اين ويروس از خانواده آربوویروسها است که در اثر نیش پشه کولکس، در انسان سبب آنسفالیت یا تورم مغز و مننژیت یا تورم پردههای مغز و نخاع میشود. اولین بار کانون بیماری تب نيل غربي در پاییز سال 1999 در آمریکا و در ایالت نیویورک مشاهده گردید.
بعدها در نواحی بیشتری از اقیانوس آرام و ایالات کانادا و نواحی از مکزیک، اروپا و ژاپن انتشار یافت. برخي رسانهها گزارش دادند كه علايم اين ويروس شبيه به علايم فلج اطفال است و اين سوال پيش آمد كه آيا باز ويروس فلج اطفال در آزمايشگاه تغيير داده شده و به صورت جديدي در آمده است تا يك عامل بيولوژيك خطرناك ديگر ساخته شود؟ ويروس نيل غربي فقط در افراد پير و بيمار موجب مرگ و مير ميشود يعني افرادي كه دولت متعهد و ملزم است با صرف هزينه و تخصيص بودجههاي مربوطه از ايشان نگهداري كند.
2009 و 2010، شيوع ويروس دنگو در پاكستان موجب مرگ و مير فراواني شد. پشههاي دنگو پشههاي طبيعي هستند كه حامل ويروس دنگو ميباشند. تب دنگو با علائمي شبيه به بيماري آنفلوآنزا روي ميدهد كه ابتلا به آن در كودكان و افراد مسن خطرناك است. طي آزمايشهايي كه در ظاهر براي مبارزه با اين پشه انجام شد پشه هاي ديگري كه مهندسي ژنتيكي شده بودند توليد شدند و در سال هاي 2009 و 2010 در پاكستان رها شدند كه نتيجه آن ابتلا به تب دنگو و مرگ و مير هزاران پاكستاني بود. تحقيقات توسط كمپاني بيوتكنولوژي اوكسيتك انگلستان و و مراكز دولتي آمريكا طراحي شده بود. انجام آزمايش براي استفاده از ويروس دنگو به عنوان سلاح بيولوژيك توسط آمريكا به دهه چهل بر مي گردد و در دهه پنجاه آزمايشهايي بر روي انسان انجام گرفته است.
2011، در پايان اين گزارش جهت رفع احساسهاي آزار دهنده احتمالي به وجود آمده در وجدانهاي بيدار خوانندگان محترم در اثر مشاهده تصاوير و اطلاع از حقايق مطروحه، نظر ايشان را به چند جمله زير نيز جلب مينمايد كه يقينا با سابقه شرح داده شده در بالا خالي از جنبه فكاهي و مزاح نبوده و بيشرمي مدعيان را در رسواترين حالت ممكن بازگو ميكند.
در پنجم دسامبر 2011 هيلاري كلينتون در كنفرانس بازبيني معاهده تسليحات بيولوژيكي در سوئيس ميگويد: "آمريكا اميدوار است كه حساسيت بيشتري در تلاش بين المللي براي كنترل تسليحات بيولوژيك بوجود آيد!!"

Bioterrorism is defined as ‘the intentional or threatened use of microorganisms or toxins derived from living organisms to cause death or diseases in humans, animals or plants upon which we depend’2. This can be perpetrated overtly, the envelopes containing anthrax spores distributed through US Postal Service in 2001 being a case in point, or covertly, such as the 1984 Salmonella typhimurium contamination of salad bars in restaurants in Dalles, Oregon, by followers of Baghwan Shree Rajneesh, when 751 people developed gastroenteritis3. Another crucial point in the ideology of bioterrorism is to generate as much fear in the population as possible. More than 180 pathogens have been reported to be potential agents for bioterrorism, including West Nile Virus, Anthrax, Botulism and Ricin4. Biological weapons have their own niche amongst chemical, biological, radioactive and nuclear (CBRN) weapons in that they are relatively easily disguised and transported5. Similarly, they are potentially more lethal due to the latency they possess. Further, these weapons can be used to cause economic damage through the introduction of pestilence into crops and livestock6. Outbreaks of such agents pose a serious threat not only to public health, but to national security, morale and socioeconomic productivity and stability. Such attacks therefore, are multi-focal in their destructive capacity and so their appreciation and recognition are imperative.

Biological agents may be introduced into a building’s heating, ventilation or air-conditioning system or via food or water contamination7. However, regardless of the type of dispersal method used, victims generally are exposed in 3 ways, namely through cutaneous, gastrointestinal, and pulmonary routes. Although biological agents are limited by environmental constraints including wind, sunlight, temperature, desiccation etc., the potential impact of widespread illness and death may be devastating8.
Authorities the world over acknowledge the catastrophic potential of such attacks and therefore have been preparing for such events. Simulated major incidents such as that practiced in London a few years ago at Bank underground station have exposed inadequacies in current resources and logistics in place to deal with such an incident and it is through these dress rehearsals we can reflect, evaluate and improve our response to dealing with a biological attack9. Similar studies and exercises have been performed around the world10. In the UK, training courses such as the ‘Silent Weapons’ course had previously provided attendees with specialist knowledge of dealing with CBRN attacks, but over the last few years funding has been withdrawn. Similarly, in medical schools public health is not given enough credence in the core curriculum, nor is it taught in an engaging manner. With MMC changes afoot, there is a great opportunity to raise the profile of the specialty, and highlight these particular areas of concern. Simulations and training exercises are useful because they identify problems in response and allow responders the opportunity to practice6,7,8,9. Limitations however exist in that the vast array of biological agents are variable in their deployment and action and therefore, there is a need for a mechanism which is versatile enough to cope with the idiosyncrasies of each event. The HPA have published ‘CBRN incidents: clinical management and health protection’, which is a comprehensive one-stop guide to dealing with any CBRN incident11. It forms a decent platform from which to work from in the event of a biological weapons attack. With such frameworks in place, hospital triage and assessment tools could be tailored to classify and manage major incidents, so that adequate resources and specialist input is accessible8,10.
The government has spent a considerable amount of money on vaccines and antibiotics such as ciprofloxacin11. Increased spending on drugs and vaccines, training and education in preparation of such pandemics is needed10. Complacency is causing the good work of some to be rendered ineffectual by others11. Recent initiatives illustrate that the authoritiesin the UK are showing signs of adopting a more dogmatic approach to public health, none more so than the HPA, who have recently been involved with some good work on UK preparedness for future influenza pandemics11. Over the last twelve months they have raised awareness by publishing information and guidelines along with providing emergency planning training and laboratory exercises in an effort to deal with such an event.
The threat of biological terrorism demands due respect, adequate preparation and response planning12. Moreover, these processes must be flexible and dynamic so that appropriate measures can be implemented as an outbreak progresses. In addition, they also need to be generic in view of the large number of potential organisms (Figure 1) and even if known pathogens such as smallpox and SARS do not re-emerge, the experience gained from the planning and risk management involved is invaluable in preparing for threats of any type of CBRN11 event terrorism orientated or not.

Biological and Chemical Warfare Are Here Now
How many deaths will it take 'till we know

There has been much written in the press the last couple of weeks
about the threat from terrorists if they commandeered a crop duster
to spread biological warfare agents. Yet few writers have mentioned
that these planes are used for this purpose every day, but not by
terrorists. Instead, they are used by licensed operators who are
spraying deadly chemicals on our lands and on our children. We
don't have to wait for chemical warfare to be waged on U.S. soil by
terrorists. Such warfare has been underway for over a century. Every
day, billions of pounds of deadly chemicals, many of which were used
as chemical warfare agents in World War I and II, are applied as
pesticides and herbicides to soil, plants, and people around the country
and the world.

The U.S. releases over six billion pounds of toxic chemicals into the environment
each year. The World Health Organization (WHO) estimates that more than
200,000 people are killed by pesticide poisons, worldwide every year. That
means 547 men, women and children die every day from pesticide poisoning.
In addition, four million children die each year from the effects of contaminated
water and other toxic hazards. That's nearly 11,000 per day.
UNICEF reports that many independent authorities assert that at least
500,000 Iraqi children under five have died since 1990, in part as a result
of the U.S. sanctions and the effects of the Gulf War. Surely these threats
and atrocities are worth waging a war upon to save lives.
Crops aren't the only place pesticides are sprayed. Pesticides are
being used in classrooms, offices, playgrounds, lawns, playing fields,
locker rooms, bathrooms, storage rooms, basements, school gymnasiums
and day care rooms. Kitchens and cafeterias are the areas most frequently
treated with pesticides. Pesticides and herbicides are applied to eliminate
many kinds of pests, including weeds, mice, cockroaches, ants, flies, lice,
ticks, fleas and other insects. Some people spray outdoors to kill bees,
wasps, ants, rodents and pigeons. Pesticide and solvent vapors, unlike
most chemical warfare agents that dissipate rapidly, can persist in indoor
air for weeks or even years. Pesticide residues can contaminate indoor
surfaces, and can remain in carpets and dust for months or years. They
can also persist outdoors in soil for years and some weed-killers
commonly used at schools can last from one to five years in the soil.
Research over the last 20 years shows that pesticides cause sterility,
birth defects, and neurological disorders.
Pesticides stay on fruit and produce and most cannot be washed off
with water. In studies done by the U.S. Department of Agriculture, 108
different kinds of pesticides were found on 22 fruits and vegetables
commonly eaten by children!
Sixteen pesticides were found in eight samples of processed baby food.
Crop dusting aircraft are the worst offenders, possibly contributing
to more pesticide poisoning episodes than any other delivery method.
Less than 10 percent - some say as little as one percent - of the pesticide
gets applied to the crop. The rest becomes airborne and can affect people,
animals, and plants many miles away.
These chemicals are regularly detected in the air thousands of miles
from where they were used. DDT, banned in the United States in the
1970s has been found in Antarctic ice, penguin tissues, and in most species
of whales! Farm pesticide resides have been found in vacuum cleaner bags
of people living in cities many hundreds of miles from farms.
The life systems of the Earth are intimately connected. You cannot
affect one without eventually affecting them all. Millions of tons of
hazardous substances have been improperly disposed of and cause a
continual threat to human, animal, and ecosystem health.

just to end insect infestations. Potato growers apply pesticides
from crop dusters to kill foliage on fields they are about to harvest
to make it easier to get the potatoes. Apple growers spray a
chemical on the apples to keep them on the trees longer so they
get redder and don't fall off in the wind.
The Environmental Working Group estimates that every day, 1.1
million children eat food that, even after it is washed, contains an unsafe
dose of 13 organophosphate pesticides. Of those children, 106,600 ate
food that exceed the EPA's own safe daily dosage level for adults by
10 times or more. The foods found to most likely contain unsafe pesticide
levels are peaches, apples, nectarines, popcorn and pears. Among baby
foods, pears, peaches and apple juice had the highest levels.
The problem is much worse than we can even imagine. We have no way
of knowing the true extent of the illnesses and deaths that result from
toxic pesticide exposure. A study in California reported that 16 out of 20
critically ill children that were transferred to a major medical center from
smaller hospitals were wrongly diagnosed. They were actually suffering
from acute pesticide poisoning.
The number of deaths each year from pesticide poisoning is staggering and
grossly underestimated. Migrant farm workers suffer the most and their
deaths and birth defects rarely show up on the lists of the dead, since they
can't afford health care and fear reprisal by immigration authorities. They may
never make it in to a hospital or to a doctor.
Business and industry have been waging chemical warfare on U.S. citizens
for decades. The Occupational Safety and Health Administration (OSHA)
estimates that more than 32 million workers are exposed to harmful substances
from more than 3.5 million workplaces. Yet over the last 30 years, OSHA has
issued only 170 citations to employers for not having proper procedures to protect
against toxic substances leaving the workplace.
Solvents such as benzene, carbon disulfide, methylene chloride, and ketone are a
few of the 49 million tons of solvents that are produced annually in the United
States, and 9.8 million workers are exposed to them daily. They are in nail polish,
paint, plastics, rubber cement, furniture and thousands of other products. They are
absorbed through the skin or ingested.
Thousands of people are sickened and many die from these exposures annually.
We are under constant assault from industry sponsored chemical warfare every
day: Asbestos, especially from construction workplaces, causing lung tissue
scarring and cancer of the lining of the lung. Hormones from pharmaceutical
workers, embalmers and farm workers cause many health problems for them
and their families. Lead from employees who work in the lead smelting industries,
fix batteries or radiators or who work at a shooting range can harm the brain,
nervous system and kidneys.
Cadmium from electroplating plants, paint pigments and solder is linked to
lung and prostate cancer and even low level exposure can be harmful.
PCBs and other chlorinated hydrocarbons come home with firefighters,
plastics workers or those who work with electrical transformers and can
cause cancer. Pesticides from farm workers, gardeners or park maintenance
workers can easily be transported into the home and can cause many fatal
illnesses.
Many pesticides are part of a deadly family of pesticides that came from
chemicals that were developed as nerve gases during World War II. Please
take that in for a moment. Chemicals that were specifically designed to kill all life
forms quickly during wartime were approved by our government for use on our
lawns, in our homes, and around our children. Toxic terrorism is taking place right
now. This family of organophosphate pesticides - nerve gases - were first
synthesized in Germany before and during World War II. Tabun, Sarin, and
Soman were made by Gerhard Schrader in the 1930s and '40s. Sarin, still
available today, is lethal to an adult human if only 1,700 mg gets on his or her
skin. It doesn't even have to be taken internally to kill. Sarin gained worldwide
attention when on March 20, 1995, the Aum Shinrikyo, a terrorist group in
Japan, placed Sarin on five subway trains traveling toward Kasumigaseki station.
This subway stop is a common one for those working in Tokyo government offices.
Twelve commuters died and over 5,000 were injured. More than 100,000 human-
made chemicals have been introduced into the environment in the past 50 years.
More than 1,000 new chemicals are developed each year. Wherever you live,
there are probably more than 250 synthetic industrial chemicals in your body that
were not present in the bodies of your grandparents when they were your age.
A permanent ban on crop dusters would not only lessen a terrorist threat, but
would lessen the daily toxic terrorism that is perpetrated on American lives and
ecosystems - and all the Earth - every day. Pursuing the American Dream
has many consequences. It is a trail covered with the blood of innocent children,
women and men, considered by industry to be acceptable consequences of
progress. The losses in New York, Washington, DC, and Pennsylvania are tragic,
and my heart goes out to the victims and their families. But sadly, their numbers
pale in comparison to the yearly death toll from existing toxic practices in
the United States and around the world. Let's extend our outrage to the other
many hundreds of thousands of senseless deaths around our nation and the world
that occur because of our business-at-all-costs model for economic growth.
We don't have to wait to demand action on chemical terrorism - it's
here today.
